Organizations, Factions, & Territory
Organizations, Factions, and everything to do with Territory are easily the three things that make this site function the way it does. Considering Organizations, and taking control of territory are a major component of the Canon, there's absolutely no way that these wouldn't be something noteworthy on this site. As such, we've extensive rules because of this, but these rules are fairly simple to follow and will ultimately further aid your experience on this forum. Listed below are rules regarding starting a faction or organization, joining a pre-existing one or one made by other RPCs, as well as rules regarding holding down territories and the benefits that come from doing so.
Firstly, we need to discuss the difference between a Faction, and an Organization. Factions are small, splinter-esque groups usually made of anywhere from two to five different people. While Factions can be standalone, and can function well like that, they're usually smaller portions of a larger Organization. Using the Canon as an example for a second, the Quinx/Q Squad of the CCG, as well as both the White Suits and Clowns, both of which are affiliated with Aogiri, are perfect examples of what a Faction is on this forum. An Organization is a larger, much more well-organized group of Factions, generally fighting toward a common goal or with common beliefs. The CCG as a whole, as well as Aogiri are the two Canon Organizations we have on this forum, and forming an Organization is something that characters also have the option to do.
Forming a Faction is incredibly easy. In order to form a Faction, simply follow these guidelines. In order to begin putting in a request for creating a faction, the creator/founder of said faction is required to have a Personal Rank of A-Rank or higher. While others that help to form said faction can even be as low as C-Rank, the head of the group (or at the very least, the member putting in the request if the group has no clear "leader") is required to be A-Rank. From there, at least one other RPC is required in order to form a Faction, and those RPCs cannot be played by the same person. From there, once the request is filled out, place the link in the Moderation Requests channel on our Discord server, and a member of the Site Staff will take care of the grading process for that.
Forming an Organization is similar, though by no means easier to do. Forming an Organization requires at least two separate Factions to come together, and as such, requires a minimum of four different people. Much like Factions, there is a minimum Personal Rank requirement for the creating member to be, though this is higher than Factions are normally; in order to found an Organization, your Personal Rank must be at least S-Rank. Additionally, a Ward must be owned by at least one of the founding Factions, and a payment of 100,000 Ryo is required, split amongst members as seen fit. Naturally, the more members that are present, the more manageable this payment becomes. This cost covers the formation of a headquarters, missions, and providing of living spaces for all of the members associated. Naturally members will not be forced to live alongside these organizations, but the cost will not be reduced for making that decision.
Territory
After forming a Faction, players are given the option to start taking territory. This means they become eligible to begin to take control of and own any of the 24 special wards of Tokyo. Following the rules in Types of Threads for claiming wards for a faction, characters are given the choice to hold those locations down for their faction. Due to the sheer size of each ward, some naturally give larger benefits for holding them down. On the other side, though, some may hold larger requirements for maintaining and holding down those wards to begin with. When a Faction possesses control of a ward, at least RPC member is made responsible for that ward, and are deemed the Defender of that ward. Defenders are unable to make attacks on wards that aren't directly connected to their own. Naturally, doing so comes with its own disadvantages. If all Defenders are attacking another Ward, and leave their own unoccupied, they'll automatically lose control of the Ward if someone else decides to attack.
Instead of Defenders, Faction members can also be deemed Attackers. Attackers are exactly as the name implies; they're those that can leave their controlled territory, and target any Ward they deem fit to take for an attack. These don't need to be adjacent to those they already control, and can reasonably be any of the 24 wards. Though, in exchange for the ability to do so, Attackers are penalized when looking to defend their wards; attackers cannot join in defense of one of their own territories until ten total posts have passed within that thread. This is to make sure there's a set difference between these roles, and to make it to where a small handful of Ghouls can't put in all of the work for their faction or Organization on their own. Naturally, the amount of Ryo earned based on each location is based on the size and amount of effort needed to control that Ward. Every other Friday, a Faction or Organization will earn a total of 1,000 Ryo per required Defender in every territory that they own. Those actively defending a territory will also gain 500 Ryo every other Friday for every required Defender in the territory they're in charge of. Successfully defending a territory from an attack will net all those that actively defended their territory a bonus 2,000 Ryo for every required Defender.
Attackers are given rewards a bit separately from Defenders. After successfully attacking another territory and completing your objective, Attackers will be rewarded 2,000 Ryo per required Defender in that territory, so long as the objective is up to standards; something as simple as "Kill a C-Rank character" is not going to fly for those rewards. An objective like that is required to be something that will actively shift the power balance in that territory when it's completed, like "significantly reduce numbers in X territory" or "kill 50% of the active defenders". In addition, every time a group of Attackers claims a territory for their Faction or Organization, they'll receive 2,000 Ryo for every defeated Defender of that territory.

- 1st Ward - Chiyoda - Requires at least one Defender.
- 2nd Ward - Chuo - Requires at least one Defender.
- 3rd Ward - Minato - Requires at least two Defenders.
- 4th Ward - Shinjuku - Requires at least two Defenders.
- 5th Ward - Bunkyo - Requires at least one Defender.
- 6th Ward - Taito - Requires at least one Defender.
- 7th Ward - Sumida - Requires at least two Defenders.
- 8th Ward - Koto - Requires at least four Defenders.
- 9th Ward - Shinagawa - Requires at least three Defenders.
- 10th Ward - Meguro - Requires at least two Defenders.
- 11th Ward - Ota - Requires at least five Defenders.
- 12th Ward - Setagaya - Requires at least five Defenders.
- 13th Ward - Shibuya - Requires at least one Defender.
- 14th Ward - Nakano - Requires at least one Defender.
- 15th Ward - Suginami - Requires at least three Defenders.
- 16th Ward - Toshima - Requires at least one Defender.
- 17th Ward - Kita - Requires at least three Defenders.
- 18th Ward - Arakawa - Requires at least one Defender.
- 19th Ward - Itabashi - Requires at least four Defenders.
- 20th Ward - Nerima - Requires at least four Defenders.
- 21st Ward - Adachi - Requires at least four Defenders.
- 22nd Ward - Katsushika - Requires at least three Defenders.
- 23rd Ward - Edogawa - Requires at least five Defenders.
- 24th Ward - Underground - Requires at least ten Defenders.
- Rushima - Requires at least four Defenders.
Non-Playable Characters
When getting into the topic of factions, naturally Non-Playable Characters are a topic that are going to show up quite prevalently. Thankfully, on this site, we have the option for creating and using Non-Playable Characters at your leisure as Defenders, Thread Antagonists, or even just faction members. There are multiple ways to go about doing this, but the most prominent ones are going to be listed below.
First and foremost, separate approval of a Non-Playable Character isn't always going to be required. If your NPC in question is only going to show up for one or two different threads, then you are perfectly okay to create a Temporary NPC on the spot for that thread, following these guidelines. Firstly, a Temporary NPC cannot have a Personal Rank, or any Stat Ranks higher than that of A-Rank. Additionally, they cannot possess any Character or Weapon traits that have not already been approved; should you desire to get Traits approved separately to incorporate them into a Temporary NPC, you are more than able to do that. Otherwise, only pre-approved Traits can be used, should you wish to fight another RPC with your Temporary NPC, or make that Temporary NPC into a Quinque of some fashion. Temporary NPCs are created at the start of a thread, and listed out in a character's first post. The number of Temporary NPCs that any given player can bring into a thread is based on their Presence Stat Rank; C-Ranked Presence allows for 1 Temporary NPC, B-Rank allows for 2, A-Rank allows for 4, S-Rank allows for 8, SS-Rank allows for 16, and SSS-Rank allows for 32. Any objects, items, or any Ryo that Temporary NPCs might gain or have killed for are lost upon the completion of said thread.
If you wish to create an NPC that is a bit more "permanent", there is an option for that as well. Though, this process is a bit more extensive than the one above. Firstly, full-fledged NPCs are required to be approved as a part of the Character Upgrades section. These NPCs can possess custom traits, and can have a Personal Rank (and Stat Ranks for that matter) up to their Racial Cap, but these NPCs cost Ryo in order to make; specifically, 50% of the Ryo cost it would normally take to make a Character of that status. For Personal Rank, follow the full-price of increasing Stat Ranks for the price of Personal Rank, instead of 50%. For the purpose of creating Story-based NPCs, and not NPCs that their characters will eventually profit in some way, shape, or form off of, members of the Site Staff are able to create these NPCs for no Ryo cost. Once again, NPCs created by Site Staff cannot be used by those same Staff members to benefit themselves. Should they wish to gain the benefits of having an NPC, they will still need to pay the appropriate Ryo costs.
NPCs function similarly to RPCs, or Roleplayed Characters, except when brought into a thread, the RPC that owns the NPC has their Ryo rewards halved for the completion of the thread, both in thread rewards and per-post rewards. Naturally, this can be mitigated by building Social Bonuses with given NPCs. Should a player bring more than one NPC into a thread, their rewards are still only halved once, allowing for multiple NPCs to be brought into a thread for the price of one.
